What mission are you at?

We are at Jokunar Diggins and we are only around level 8-9.

I'm at the same mission you are.

I'd suggest we plan to continue now. If there's no further progress I will continue the primary questline - I'm 3.5k away from level 20 because I had nothing I could to with this character except those side quests.

But even with all those side-quests...

I always do all Istan side quests with my characters and I am usually only around level 18-19 when I leave for Kourna. And I don't think you can even do them all when you have not Jokunar Diggins yet.
